A person who does not have a valid license is considered to be an illegal lottery operator and could face fines or even criminal charges. Licensed operators must be inspected regularly, and their employees are required to pass background checks and other requirements.

The first lottery was created by Francis I of France in the 1500s, and it became a regular municipal activity in Paris two centuries later. The earliest lotteries were not conducted by private individuals, but by the government or municipalities, and included a draw for prizes like silver bars or food. By the 19th century, lotteries were common in Europe and America. In the United States, there were state lotteries and national games operated by companies such as The American Lottery Company. In the mid-20th century, they began to appear in other countries, and today there are a number of different lottery games available around the world. Most of them are played over the Internet. The International Lottery Foundation, based in Liechtenstein, pioneered online lottery games.
