The ILLF is not responsible for the national lottery of Laos, but it is not clear how much of the lottery’s business it owns. A caller to Radio Free Asia said that the majority of business interests involved in the lottery are controlled by members of the country’s ruling elite. The caller added that the government should resume control of the lottery. This would prevent a conflict of interest. It would also ensure that the lottery is fair and free of corruption. In addition to the ILLF, there are several other entities with a stake in the lottery. These include businesses owned by a former prime minister and a former president of the country. It is unclear how much these businesses pay the ILLF for their stake. Regardless, a lottery website that claims to be independent should not hide its ownership structure. This could be a red flag to some potential customers.
