The first Internet-based lottery was created in 1995. It was called the PLUS Lotto, and was operated by the International Lottery Foundation (ILLF). It was illegal to sell lottery tickets in Canada before 1967, when a federal law was passed allowing provincial governments to operate lotteries. This “voluntary tax” raised more than $800 000 per month and attracted lottery players from all over the world. The legality of this system sparked debate in both Ottawa and Quebec City. The Minister of Justice argued that the tax was a lottery, while Montreal’s mayor said it did not violate federal law.

While the government is attempting to reinstitute state control of its national lottery, private business interests continue to dominate the industry. Some of these businesses have links to the country’s ruling elite, a senior Lao official told RFA. He spoke on condition of anonymity. “Private business interests should not be allowed to be responsible for the national lottery, because the drawings can’t be trusted,” he said.

A number of people in Laos have accused lottery officials of rigging the system and manipulating winning numbers to avoid large pay-outs. The numbers that appear on the winning tickets often disappear from purchased tickets or are changed after the drawing. For example, on Oct. 14 this year, the winning number 134 disappeared from ticket purchases throughout the day of the drawing before changing to 662. A source in Vientiane told RFA’s Lao Service that this was because the number is associated with the buffalo, a symbol of luck.

The official spokesman for the Lottery Administration, Lao deputy finance minister Sila Viengkeo, denied that lottery officials were rigging the system. He told reporters on Aug. 17 that the ministry has issued a directive ordering the state lottery to reduce the number of drawings from two to one a week and to deal with winnings more transparently. He added that informal football lotteries and lottery chances sold through short messaging services will be closed down. In addition, he said the government is attempting to regulate the lottery industry.
