Despite its popularity, the lottery is not without controversy. Some people have accused lottery officials of rigging the system to avoid paying large jackpots. For example, on Oct. 14, the number 509 was drawn in the national lottery drawing but appeared as five on all purchased tickets. Similarly, the number 589 appeared as 09 on some tickets sold the day of the draw and as 5 in the results. Others have complained that lottery officials are excluding numbers from the drawing that would result in high payouts.

While the government maintains a tight grip on traditional lottery activities, there is some debate about the legality of online lottery games. While the government does block access to overseas lottery services, it is possible for players to engage with foreign-based websites through VPNs and proxy servers. In the future, the government may decide to liberalize its online lottery sector in order to boost the economy and attract more international players.
