The lottery is a form of gambling that involves drawing numbers for prizes. The prize money may be cash or goods. Lotteries are popular in many countries around the world. Some lotteries are operated by state or provincial governments while others are run by private businesses. Many states and provinces regulate the lottery to prevent gambling addiction. The largest public lottery is the EuroMillions, which draws winning numbers from Europe and the United Kingdom. Other large national lotteries include the French National Lottery, Spain’s El Gordo, and Germany’s Staatslotto. Many lottery games are played online. Lottery websites allow players to select their own numbers and can offer instant prizes or a chance to win the top jackpot prize. The Internet has made it easier for lottery games to be accessed by more people around the world.

In Canada, lottery play was illegal until 1967 when the federal Liberal government introduced a special bill (an Omnibus Bill) intended to bring up to date a number of outdated laws. The Omnibus Bill included an amendment permitting the operation of a lottery. Montreal Mayor Jean Drapeau quickly took advantage of this opportunity to create a “voluntary tax” for a $2.00 donation that would provide a ticket to participate in a monthly draw. The Minister of Justice complained that this was a lottery, but Drapeau replied that it did not contravene the law.

Despite their legal status, the majority of state-regulated lottery games are operated by private business interests, including some connected to the country’s ruling elite. A government official speaking on condition of anonymity told RFA that the companies responsible for the lottery also hold licenses to operate other types of gambling, including casinos and keno machines.

Another source, a retired judge, told RFA that the government should resume control of the national lottery and stop private business interests from running it. He said that while the government has a responsibility to safeguard the welfare of its citizens, it should not be in the business of gambling.

For some poor Vietnamese, selling lottery tickets is their only source of income. They choose to do this over the socially detested act of begging. On good days, they can earn about 230 000 VN-Dong (10 US-Dollars) per day. That is not much, but it allows them to avoid begging and to feed their families.
