In Laos, officials allegedly manipulate the national lottery in order to avoid large payouts, sources tell RFA’s Lao Service. For example, the winning number in a recent drawing was 509, which suddenly disappeared from purchased tickets after it was announced, a source said. In addition, the winners are not told how much money they have won. Private business interests with a stake in the lottery are also involved, and some have close connections to the country’s ruling elite.
