Lotteries are a form of gambling where people can win prizes for a small wager. Prizes vary, but some are fixed (a certain number of tickets in a lottery), while others are determined by chance. Online lotteries are also available on mobile devices, which have become increasingly popular.

The National Lottery in Canada is run by a multi-national corporation, the Interprovincial Lottery Corporation, which is owned by the five regional lottery commissions of Canada. Each of the five commissions is responsible for a specific region and provides a variety of games. These include the Lotto 6/49, the Lotto Max (which replaced the Lotto Super 7 in September 2009), the Daily Grand, and Millionaire Life. The Lottery is a significant source of income for the provinces and territories.

In the Communist state of Laos, officials are accused of rigging the lottery system in order to avoid large pay-outs to winners. During recent lottery drawings, the winning number 509 often disappeared from purchased tickets and was replaced with other numbers that were considered unlucky, sources in the capital Vientiane told RFA’s Lao Service. The number 9 appeared as 509 on tickets sold throughout the day of the drawing, but was changed only minutes before the actual draw.

The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 to the Ministry of Finance, which oversees the country’s legal state lottery, to work with the ministry of public security to better manage the problem. The directive calls for the number of state lottery drawings to be reduced and for winners to be handled in a more transparent manner.
