Lottery Online – Is it Legal to Play the Lottery Online?

For many poor Vietnamese people selling lottery tickets is their only source of income. The social security systems of Vietnam haven’t been developed yet to handle the number of less fortunate citizens and therefore the selling of tickets is a popular choice for people to make some extra money. On a good day Huong, a single mother from Saigon, can sell up to 230 000 VN-Dong (10 US-Dollars), which is enough for her to survive. On bad days she only makes 180. Besides the lottery sales, she also works as a cleaner in a local restaurant and helps her husband to take care of their newborn baby.

Lottery officials in the communist country of Laos are rigging the system and manipulating winning numbers in order to avoid large pay-outs, according to sources in the Southeast Asian nation. Often the number of the winner disappears from purchased tickets, or the winning numbers are deemed unlucky and are not chosen. The number 509, for example, appeared only as five on tickets sold throughout the day of a recent drawing, but was changed to 134 only 10 minutes before the drawing, an RFA source in Laos told this correspondent.

The national lottery is a state-sponsored gambling activity in which numbers are drawn for prizes such as cash and goods. The lottery is operated by a state-owned corporation, which may be a private company or an association of individuals. The lottery industry is heavily regulated to prevent illegal activities, such as fraud and money laundering. Licensed operators are required to register with the government and submit annual reports. Some states even regulate how much the licensees can spend on advertising.

In the United States, lottery games are played in most of the fifty states and the District of Columbia. Most of these games are played on paper tickets or in electronic formats, such as video lottery terminals (VLTs). These lotteries are still in operation today, and they generate a significant portion of provincial budgets.
