Lottery officials in the communist state of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the country told RFA’s Lao Service. Drawings of the national lottery, held three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources said.

The alleged corruption has led to calls for the Laotian state to take back control of the lottery, which is currently operated by business interests linked to the country’s ruling elite. Some of these businesses are located in Special Economic Zones leased by the state to boost foreign trade.
