Lao deputy finance minister and state lottery supervisor Sila Viengkeo denied the claims to RFA’s Lao Service. He said that the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the state lottery, to work with the Ministry of Public Security to address the issue. The directive stipulates that state lottery drawings must be reduced from two to one a week and that winnings must be handled more transparently. Additionally, informal football and lottery chances offered through short messaging services will be shut down.

In Canada, before 1967 buying a lottery ticket was illegal. But in that year, Montreal mayor Jean Drapeau, who wanted to recover some of the money spent on the World’s Fair and new subway system, introduced a lottery. Players paid a $2.00 “voluntary tax” and were eligible to participate in a drawing for silver bars.
