Quebec City mayor Jean Drapeau imposed a lottery system in Montreal in the early 1970s as an alternative to a municipal income tax. Although there were debates in Ottawa and in Quebec City about the legality of this “voluntary tax,” federal courts ruled that it did not violate the constitution.

Lottery is a popular form of gambling in the United States, but it has its critics. Some people think it contributes to a culture of addiction and compulsive behavior. Others believe it is a tool of the American government to control its citizens. Despite this, the lottery is a popular form of gambling that helps millions of Americans get ahead in life. Many states have lotteries to support education and public services.
