For instance, on Oct. 14, the winning number for the nationwide lottery was 09, but was subsequently changed to 509 after large numbers of ticket purchasers sought to choose that number. In other cases, the number that was drawn disappears from purchased tickets before the drawing takes place, and a number that is deemed unlucky reappears on the ticket after the draw.
The official Lao lottery is overseen by the Ministry of Finance, but its officials are said to be corrupt and involved in a web of bribes and kickbacks. Some of those with a stake in the lottery’s work have close ties to the country’s ruling elite, RFA’s Lao Service reports. For example, the owner of the company that operates the nation’s official lottery is reported to be a former minister of tourism.
Despite the corruption allegations, the lottery is still very popular in Laos. On good days Huong sells up to 250 tickets per day, which earns her a daily profit of about 11 US-Cents. She works alongside her husband, Manh, and both work a 16-hour shift each day. This is how they manage to provide food for their family.
