In addition to traditional lottery games, some jurisdictions have keno or video lottery terminals. Some of these games are regulated and some are not. In the United States, lottery revenue is primarily used to fund public education systems. However, some state lotteries also raise money for other programs and projects, including social services and the arts. In Canada, the provincial and territorial governments oversee a network of four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. All are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by the provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia).

In 1967 the Canadian federal Liberal government introduced a law called the Omnibus Bill, which was designed to bring up to date a number of obsolete laws. It included an amendment permitting provincial governments to operate their own lottery systems. Private business interests quickly jumped on the bandwagon.

Bulgaria: The state-owned Bulgarian Sports Totalizator operates the country’s legal national lottery. Its most popular game is TOTO 2 (6/49, 6/42, 5/35, and 5/50+1/12).

Laos: The official national lottery is operated by the Ministry of Finance. A private operator called PT Lottery has also emerged. Its most popular game is Lao Lotto, and its prizes are paid in cash. Its prize pool averages more than US$200 million a year.

Lottery games are a common form of gambling in Laos, and there are several companies that sell tickets online. Players from other countries can play at these sites too, but must check local regulations before playing.

Hanoi lotto

In Vietnam, selling lottery tickets is a way for poor people to make a living. Many choose to do so over the socially detested act of begging. On good days a ticket seller can make up to 230 000 VND (around 10 USD), enough to live on for a few weeks. It’s not a lot, but it’s better than nothing. For some lottery sellers, such as single mother Huong, it’s all they have. She says she’s happy to be able to help her family.
