Lottery officials in communist Laos manipulate the system to avoid large pay-outs, sources in the country told RFA’s Lao Service. Drawings of the national lottery, which take place three times each week, frequently show numbers that disappear from purchased tickets or are deemed unlucky, the sources said. For example, the number 509 appeared only as a five on tickets purchased throughout the day of Oct. 14’s drawing, only to be changed to 134 hours later, one source said.

Other sources said that private business interests with a stake in the lottery’s work have close connections to the government elite. “The majority of those who manage the lottery are people from the families of some of the Lao leaders,” one source said. “This is why people are not confident that the lottery is managed well.”

Australia has state lotteries that operate under a government license and private lotteries that are operated by Tatts Group. The Australian government also supports online lottery sales through two licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive. In the US, state-run lotteries are regulated by the state gaming boards and offer games such as Powerball, Mega Millions, and Cash 5, while privately owned lotteries such as Megabucks sell scratch-off tickets and other games such as sports lottos. In addition, some private companies provide lottery software and services to other states. In some cases, private companies are also allowed to operate state lotteries, but only if they comply with strict regulations set by the gaming boards.
