It is not uncommon for a lottery ticket seller to earn over 10 000 VN-Dong (about 4-5 US-Cents) a day, on a good day.

Some lottery operators rig the system and manipulate winning numbers to avoid large pay-outs, sources in Laos say. Drawings for the national lottery, which are held three times a week, often show numbers that disappear from purchased tickets or that are deemed unlucky, the sources tell RFA’s Lao Service. They say the business interests responsible for the lottery are connected to Laos’ ruling elite. They also say that the national lottery should be 100 percent managed by the government.
