Officials have been trying to address this problem, but they need more resources and a system that can trace those involved in the illegal sale of lotteries.
The winner’s first priority is to share the money with family members, and then she plans to spend some of it on travelling. “I want to visit South Korea, Japan and Vietnam,” she says. She also wants to buy a new house and improve her life in general. She does not have social security, so lottery winnings are her only source of income.

On a lucky day, they can even make up to 230 000 VN-Dong ($10 US-Dollars). But this is not always the case, and many of them struggle to make ends meet.
Laotian authorities have been accused of rigging the national lottery, with winning numbers appearing to disappear from purchased tickets. On Oct. 14 this year, the number 509 was displayed only as a five on ticket purchased throughout the day of the drawing, RFA’s Lao Service reported. This was reportedly done to avoid large pay-outs, according to a source speaking to the program. RFA’s Lao Service is investigating this report and will continue to report on the issue as it develops.
