The ministry says it has received complaints that the illegal lotteries lure people into habitual betting and encourage them to become addicted to gambling. The government has cut back the number of national lotteries issued each week and has discontinued the scratch lottery, which requires buyers to scrape off a plastic layer to reveal a winning number.
