A local lottery salesman who spoke on condition of anonymity told RFA that the company that runs the lottery knows the numbers that people choose and can manipulate the results. Nonetheless, he says the steering committee of the lottery has no control over this behavior. The company is based in Thailand and is owned by the Insee Trading Company, which also has ties to the country’s ruling elite. It is not known how much these business interests pay the lottery’s operating costs each year.
