The bill was passed into law in September 1968, but it took a while before the monthly draws actually started.

This is why the ministry has asked for investment in a solution that will make it easier to trace those who operate these lotteries. In addition, the government has warned that it will impose strict fines on anyone who violates the law. Nevertheless, he said, the government has been successful in shutting down some of these illegal lotteries. But many of them have re-opened after the fines were imposed.
