Laos’ lottery officials are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Drawings for the national lottery take place three times each week, but sometimes winning numbers appear to disappear from purchased tickets or are deemed unlucky and are never chosen.

Those responsible for the lottery include business interests with links to the country’s ruling elite, one source says. They often change winning numbers before the drawing takes place. For example, on Oct. 14 this year, the number 509 appeared only as a five on tickets sold throughout the day of the drawing before it was changed to 9 an hour before the drawing took place.
