In Laos, lottery officials are rigging the system by manipulating the winning numbers in order to avoid large payouts. In the past, numbers have mysteriously disappeared from purchased tickets. The number 509, for example, appeared as the winning number only on the night of Oct. 14 this year, after large numbers of buyers wanted to purchase tickets including the number. The number reappeared only an hour before the drawing, RFA’s source in Laos said.
