Lotteries are state-sponsored games that give participants the chance to win a prize. The prizes may be cash or goods. Most governments regulate lotteries to ensure fairness and honesty. In some countries, government-run lotteries are more popular than private ones. Lottery games are not legal in every jurisdiction, however. In the United States, for example, only four states allow lotteries.

Despite the growing popularity of lottery games on the Internet, there are still concerns about their legality. These concerns revolve around the fact that some websites charge fees for lottery-style games, even though they do not offer actual tickets or the chance to win any real money. Some also promote illegal activities, such as smuggling drugs across the border, or provide links to other sites that facilitate these illegal activities. In addition, the law in most jurisdictions prohibits the sale of tickets online, so many sites are located outside the US and operate a business model that circumvents this restriction.

In Canada, before 1967 it was illegal to buy a ticket for the Irish sweepstakes. That year the federal Liberal government introduced a special law (an Omnibus Bill) to bring up-to-date a number of outdated laws. The amendment concerning lotteries was one of the provisions that were included in this legislation.

Today, there are four nationwide lottery games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These are run by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). Each lottery game has its own rules and regulations.

The cat has at least four lives in Laos, where suspicions about the honesty of the national lottery have been raised by the repeated appearance of a feline symbol, Felis catus, on winning numbers for three consecutive drawings. The digits, 354, 367, and 567, are symbols of the feline in the country’s culture and are rarely picked by players. The Finance Ministry’s Vilasack Phommaluck told RFA’s Lao Service that changes to the lottery were made in response to these questions. The drawing time was reduced from two to one a week and lottery chances purchased by short messaging services will no longer be sold. However, he said that preventing some numbers from being blocked was beyond his authority and the control of the lottery steering committee.

While these changes may reduce the likelihood of shenanigans, it is not clear whether they will restore faith in the lottery to all players. Players have to be vigilant and check their tickets carefully for errors. A ticket is void if it is stolen, unissued, mutilated, illegible, or otherwise altered. Players must present a valid ticket before the drawing at the Retailer location where it was purchased.
