Lotteries are a form of gambling that involves drawing numbers to determine the winner of a prize. They are generally conducted by state-owned or licensed organizations and are usually regulated by the government. There are some exceptions, however. The state of Louisiana, for example, allows private businesses to run lottery games, but only if they are licensed and monitored by the government. These companies pay for the cost of the prizes and must abide by state rules regarding the sale, distribution, and purchase of tickets. The money from these activities is used to benefit a variety of public services, including education, roads, and health care.
New Zealand’s national lottery is operated by the Lottery Grants Board, an autonomous Crown entity, and distributes funds to a wide range of community and cultural organizations. These include Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. The New Zealand lottery does not tax winnings.
The first recorded lotteries date back to the Middle Ages. By the early modern period, they were common in many European countries, and remained popular into the 19th century, when they became especially widespread in France. These early lotteries were not the same as today’s games, and they were generally held in public spaces or at private homes. They were also not as structured as today’s lotteries, and the prizes were mostly goods or services rather than cash.
Currently, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are operated by the Interprovincial Lottery Corporation, a consortium of provincial and territorial lottery corporations owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut).
In Laos, where lottery is legal and regulated, the government oversees a state lottery and the national football pool. But lottery officials have been accused of rigging the system to avoid large pay-outs and to control how much players win. In an attempt to crack down on these illegal operations, the office of prime minister Thongloun Sisoulith recently sent a directive ordering state lotteries to reduce drawings from two a week to one and handle winnings in a more transparent way, sources tell RFA’s Lao Service. It also ordered them to stop selling lottery chances via short messaging services and to close down informal football lotteries.
For the people who sell lottery tickets, the government’s actions are welcome news. For some, it is their only source of income. Huong, a single mother in Saigon, for example, makes just over 200 000 VN-Dong per day (about 11 US-Dollars). On good days she sells 250 tickets, and on bad ones only 180. But her earnings are enough to cover her family’s expenses and allow her to leave begging, which is socially detested in Vietnam.
