Officials say the practice is designed to prevent large pay-outs, but it has led to public distrust of the lottery. On Aug. 17, Prime Minister Thongloun Sisoulith issued a directive requiring the Ministry of Finance, which oversees the state lottery, to work with other ministries to address the issues. Among the changes, officials will reduce drawings to one per week and ensure that winnings are handled transparently. They will also close down informal football lotteries and lotteries sold through short messaging service.
