For poor Vietnamese people like Huong, selling lottery tickets is a way to earn a living. On a good day she sells 250 tickets and makes a profit of about 11 US-Dollars. On a bad day, she might only sell 180 tickets. Neither option is particularly profitable, but it is better than the alternative of begging, which is socially detested in Vietnam.

In an effort to curb the illegal lottery business, Lao Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance, which oversees the country’s legal state lottery, to work with the ministry of public security to better manage the issue. The directive reportedly asks that drawing times be reduced from two to one per week and winnings handled in a more transparent manner. It also orders the closure of informal football lotteries and lottery chances purchased through short messaging service.
