These lotteries are operated by state governments or private corporations licensed by the government in each jurisdiction. In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These lotteries are operated by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions, which are owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut).

For poor people like Huong, selling lottery tickets is one of the few ways to make a living. She and her husband Manh sell tickets on the streets of Saigon, starting their day at 5 am with a quick breakfast of rice and vegetable soup. On good days, they can earn up to 230 000 VND-Dong (about 10 US-Dollars). Despite these modest profits, Huong and Manh still choose this form of work over the socially detested act of begging.
