Lotteries are a popular form of gambling in which players compete against each other to win a prize. They are typically operated by a government, but can also be privately run and regulated. The prize money in a lottery can range from cash to goods, to services or even land. Lottery games are considered to be illegal in many countries, but there are some legal exceptions. In the United States, for example, state-licensed operators operate lotteries. Many of these organizations have websites and mobile applications that allow players to purchase tickets and play online.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by the provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), Manitoba Public Lottery Agency (Manitoba, Saskatchewan, Yukon, Northwest Territories, Nunavut) and British Columbia Lottery Corporation (British Columbia).

While there is no official national lottery in Laos, some private companies operate the country’s popular Loto game. Those companies pay an annual fee for the right to use the Loto name and logo, and their profits are distributed through various charities and community organizations. However, critics have noted that the private business interests behind these lotteries may also have connections to the country’s ruling elite.

The government is working to bring these private lotteries under its control, sources told RFA’s Lao Service. Sources say the Ministry of Finance will work to reduce the number of drawings from two to one a week, and ensure that winnings are handled in a more transparent way. The government will also take steps to close down informal football lotteries and lottery chances sold via short messaging services.

For some poor Vietnamese people, selling lottery tickets is their only income. Huong, a single mother in Saigon, for example, sells Lotto tickets as her only way to support her young daughter and pregnant husband. On good days she can make up to 230 000 VN-Dong ($10 US-Dollars) per day. For her, this is a much better alternative to the socially detested act of begging.
