For example, a number that appeared on many tickets for the Oct. 14 national lottery drawing was changed to 509 shortly before the draw, they say. In addition to these alleged irregularities, the lottery has a reputation for being corrupt, and is widely seen as a way of laundering money. Many of the companies that run it are owned by individuals connected to the ruling elite, RFA’s Lao Service reports. This has fueled widespread public discontent. The government is not transparent about how it manages the lottery. It is not clear how much these businesses are paying for the concession to operate the national lottery, and no one inspects their operations.
