In Laos, the state lottery is allegedly rigged in order to avoid large pay-outs, according to RFA sources. The rigging is said to involve the manipulation of numbers. For example, in the Oct. 14 drawing, the number 509 disappeared from ticket sales throughout the day, and was only restored an hour before the drawing. This number is associated with the buffalo, which is a symbol of good luck in Laos. Lottery officials are alleged to have changed the number only after it had become an unpopular choice among players.
