Lottery officials in the communist country of Laos are rigging the system by manipulating winning numbers, sources tell RFA. Drawings in the national lottery often show numbers that vanish from purchased tickets or are deemed unlucky, such as the number 509 on Oct. 14 this year, which appeared only as 5 on tickets sold throughout the day of the drawing, a source from Vientiane told RFA’s Lao Service.
Until 1967 buying a ticket on a lottery in Canada was illegal. The federal Liberal government introduced an Omnibus Bill in that year to update outdated laws, and it included an amendment concerning lotteries.
