RFA callers report that the businesses responsible for the lottery pay a fee to the government in return for having control of the operation. The business interests also claim to pay for the cost of a private security force. A caller from Laos told RFA that he hopes the government will resume control of the national lottery, because the drawings can’t be trusted.

The International Lottery in Liechtenstein (ILLF) pioneered the world’s first Internet-based lottery, PLUS Lotto, in 1995. The ILLF’s games have been played in over 50 countries and territories, including the United Kingdom, Canada, Australia, Europe, and Asia. The ILLF also conducts charitable projects and supports organizations domestically and internationally. Its winnings are not taxed in Liechtenstein.

In the communist country of Laos, lottery officials are alleged to rig the system by manipulating winning numbers. During drawing for the country’s national lottery, which takes place three times each week, numbers sometimes vanish from purchased tickets, and those that are deemed unlucky often go undetected. For example, the number 509, which was drawn on Oct. 14, appeared as only 5 on tickets sold throughout the day of the drawing, a source in Vientiane tells RFA. This happened despite the fact that the number had been advertised in advance as the winner. The alleged manipulation of the numbers is not being investigated by the government, a source says.
