For example, the number 509 appeared on only a handful of tickets for the drawing on Oct. 14 this year, despite the fact that many Lao buyers sought out this particular number, which is associated in the culture with the buffalo, a symbol of luck.

Private business interests are responsible for the lottery’s operations, and these businesses have close ties to the country’s ruling elite, sources say. These business interests also control local media and are involved in other lucrative industries, including real estate and tourism. They also have a stake in the government’s privatization of some of the nation’s most important infrastructure projects.

Lao state deputy finance minister and lottery supervisor Sila Viengkeo says the state is considering taking steps to regulate the lottery. But she warns that any regulation will not eliminate the risk of unauthorized online lottery activities. She says the state will continue to monitor websites and take down those that break the law.

Until regulations are enacted, players can expect to see a growing number of lottery-style games on the Internet. The majority of these games are offered by GTech Corporation, a company that operates the Instant Ticket Machines used in the national lottery and some provincial lotteries. The company has claimed that it accounts for 70% of the worldwide online lottery business. The company is also a leading provider of online video poker. Its games feature a wide variety of game styles and include some that mimic traditional casino-style slot machines. Many of these games are available on mobile devices. The games are free to play but players must pay to use some of them. The company’s website states that it “encourages responsible gambling.” Its customer support is also accessible via telephone and email.
