Lottery is a popular form of gambling in which players attempt to win prizes by matching numbers drawn at random. These prizes may be cash or goods. In the United States, lotteries are run by state governments and private companies. Some jurisdictions allow online lottery sales, while others restrict them or prohibit them altogether. Many states also permit charitable organizations to raise money through lotteries. The winnings from a lottery are typically tax-free, though some jurisdictions have laws that limit the amount of money an individual can win in a single drawing.
The first modern lotteries were introduced in Europe and the United States in the early 19th century, with private lotteries becoming common after World War II. Private lotteries were often advertised through newspapers and were sometimes subsidized by local businesses. By the late 20th century, instant lottery tickets were introduced and became a major source of US lottery revenue. Lottery games that are played with the help of a computer include keno and video lottery terminals (also called electronic slot machines).
Today, state-controlled lotteries operate in many countries. Canada has four nationwide lotteries, operated by the Interprovincial Lottery Corporation: Atlantic Lottery Corporation (New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island), Loto-Quebec, Ontario Lottery and Gaming Corporation, and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories). Australian state-controlled lotteries are overseen by the government through the Lottery Grants Board, which distributes proceeds directly to charities and community organizations. In the United Kingdom, a variety of privately-owned lottery companies are licensed to sell national and regional games, including EuroMillions, UK Lotto, Powerball, Lotto Hotpicks, Lotto Stars, and LottoZone. The European Commission regulates the national lottery games in member states.
In Laos, the government has begun cracking down on illegal gambling activities, including lottery drawings and informal football lotteries that are sold through short messaging services. On Aug. 17, Prime Minister Thongloun Sisoulith issued a directive requiring that the Ministry of Finance, which oversees the country’s legal state lottery, work with the police to more effectively manage the lottery system. The directive stipulates that the number of drawings must be reduced to one per week and that the handling of winnings be improved.
A senior government official told RFA’s Lao Service that private business interests with connections to the ruling elite have a strong influence over the lottery system, and that unless this is changed, it will be difficult to make the system more transparent. The official spoke on condition of anonymity.
