The Laos state lottery is also subject to controversy. In the communist nation, lottery officials have been accused of rigging the draw by eliminating certain numbers from purchased tickets or making others disappear. For instance, the winning number 509 in a recent drawing appeared only as a five on purchased tickets, sources in Laos tell RFA’s Lao Service.

Nevertheless, the national lottery remains an important source of revenue for the country. A number of local businesses and charitable organizations are allocated a share of the profits from the lottery. This is especially true for the Art Lottery, which provides funds to the nation’s public museums and galleries. The proceeds from the lottery also go to sport and recreational facilities, community groups, and educational institutions. This makes the lottery one of the largest sources of non-taxed income in the country. Moreover, the profits from the lottery are distributed through an autonomous Crown entity known as the Lottery Grants Board. In addition, the Lottery Grants Board has the authority to allocate a portion of the proceeds from the lottery to specific projects. It has a total annual budget of about $1.4 billion. This is significantly more than the total income of the country’s other statutory bodies.
