Lottery officials in the communist state of Laos are rigging the system, preventing large pay-outs, sources in the Southeast Asian nation tell RFA. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky, making it hard to choose winning numbers. For example, on Oct. 14 this year, the winning number 509 appeared only as a 5 on tickets sold throughout the day of the lottery drawing.

The Lao government should resume control of the national lottery, because private business interests involved in it cannot be trusted to hold fair drawings, a caller told RFA’s Lao Service. The companies responsible for the lottery have connections to the ruling elite, and the public is not told how much they pay the state annually for a concession to operate it.
