Laos’ national lottery has come under scrutiny over claims that the communist country’s lottery officials manipulate results in an attempt to avoid large pay-outs. The winners’ numbers often appear to disappear from purchased tickets before a drawing, and some numbers are deemed unlucky or unlikely to be picked. For a single mother in the capital, Saigon, selling lottery tickets is her only way to make money. She can make up to 230 000 VN-Dong ($10 US-Dollars) on really lucky days.

Other critics say that the privatized lottery is run by business interests with connections to the country’s ruling elite. One caller to RFA’s Lao Service said he hopes the government will regain control of the lottery, “because they can’t trust the drawings.” It is unclear how much these businesses pay the state for the concession and what steps are taken to ensure that the lottery is being operated fairly.
