Lao state lottery officials are rigging the system in order to avoid large payouts, sources in the communist nation tell RFA’s Lao Service. Drawings for the nation’s national lottery – which take place three times each week – frequently show winning numbers that have either vanished from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources say.

A government official speaking on condition of anonymity told RFA that business interests in the lottery are run by people with connections to the ruling elite in the capital, Vientiane. The official said that he hopes that the state will resume control of the lottery in the near future.

In Canada, the national lottery is operated by the Interprovincial Lottery Corporation. The organization is a consortium of the five regional lotteries owned by provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Québec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, and Nunavut). The corporation also manages the country’s online lottery.

In New Zealand, the Lottery Commission operates a national lottery called Lotto, as well as keno, scratchcards, and instant Kiwi. The profits from the lottery are distributed by the New Zealand Lottery Grants Board to a variety of community organizations and charities. Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission are a few of the organizations that receive Lottery Commission allocations.
