The provincial/territorial governments operate the four nationwide lotteries in Canada: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Nunavut). They are overseen by the Interprovincial Lottery Corporation.

In Laos, where the lottery is operated by private business interests with ties to the country’s ruling elite, officials have been accused of rigging the system in order to avoid large pay-outs. Drawings of the national lottery frequently show numbers that have been erased or replaced with unlucky alternatives. In one instance, the winning number 509 appeared only as a “5” on purchased tickets after it was allegedly replaced with the number 9 by private business interests with connections to the government.

The alleged rigging has led to outrage among lottery enthusiasts, and the state’s deputy finance minister and state lottery supervisor has promised to investigate the allegations. He says that the Ministry of Finance will reduce the amount of time the lottery draws each week and improve transparency. He also plans to close down informal football lotteries and lottery chances sold via text messaging services. In addition, the office of Prime Minister Thongloun Sisoulith has sent a directive requesting the Ministry of Finance to work with the Ministry of Public Security to address the problem. The directive asks the ministry to reduce the number of drawings from two to one per week and to ensure that winners are notified more promptly.
