On Oct. 14, the winning number 509 disappeared from tickets sold throughout the day of the drawing and appeared only as a number 09 on the final results, a resident of Vientiane told RFA’s Lao Service. The same report said that business interests with a stake in the state lottery have close links to Lao ruling elites. A government official defending the company said that while it is a private enterprise, it is inspected by a state-level committee.
