In the communist country of Laos, lottery officials have been accused of rigging the system to avoid large pay-outs. Drawings often show numbers that appear on tickets purchased throughout the day of the lottery but then disappear during the actual draw, a source in Vientiane told RFA’s Lao Service. For example, on Oct. 14 this year, the number 09 vanished from tickets purchased throughout the day before it showed up on the winning ticket during that evening’s drawing.

Private business interests with a stake in the national lottery are also a source of concern. These businesses include companies run by people close to the ruling elite, a source in Laos told RFA. As a result, the national lottery’s results cannot be trusted.
