Unlike other forms of gambling, lottery winnings are not taxed in New Zealand. Lottery profits are largely earmarked for charities and community organizations. The New Zealand Lottery Grants Board distributes allocations to Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. Other statutory bodies are also eligible to receive allocations.

While state governments oversee the operations of their own state-based lotteries, private businesses run many of the nation’s other lotteries. These include the Australian Tatts Group, which operates the state-licensed Australian Lottery in all Australia’s states and territories. The company’s subsidiaries also operate online lotteries and retail products such as scratch cards.

The national lottery in Spain is operated by the state-owned Loterias y Apuestas del Estado. Its annual prize pool averages EUR2.4 billion, making it one of the world’s largest. It is a popular form of gambling, with over 90 million tickets sold each year.

Huong and her husband Manh struggle to make ends meet by selling lottery tickets in downtown Saigon. Their day starts at 5 am with a small breakfast of rice and vegetable soup, before they set out on the streets for their 16-hour shifts. On good days, the couple sells 250 tickets and makes a daily profit of about 11 US-dollars. On bad days they sell fewer than 180 tickets. Their work is exhausting, but they don’t want to quit. They depend on the income from selling lottery tickets for food and clothing for their two young children. They also want to save up money for a better life.
