The Société des lotteries du Québec operates the national lottery in Quebec, and the Government of Canada oversees the province’s three other lotteries: the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Loto-Québec (Quebec), and Ontario Lottery and Gaming Corporation (Ontario). Each region has its own regional Lottery Commission to handle local affairs.

In the communist country of Laos, government officials are rigging the national lottery to avoid large pay-outs. Drawings of the national lottery are frequently rigged to make winning numbers less likely, sources in the capital Vientiane tell RFA’s Lao Service. For example, on Oct. 14 this year, the winning number of 509 mysteriously appeared on tickets sold throughout the day, but then disappeared from the ticket when the results were announced, a source told RFA.

The Laos office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance to improve transparency in the nation’s legal state lottery system. Drawings from the lottery will be reduced to one a week and winnings will be handled in a more transparent manner, according to the directive. The directive did not specify a date for implementation. The government has not responded to requests for comment from RFA’s Lao Service.
