The monopoly on national lottery profits in Laos is held by a few business interests, which include members of the ruling elite, according to sources who spoke to RFA’s Lao service. They pay the government an annual concession fee in exchange for control of the lottery. The businesses also receive substantial profits from the sale of lottery products.
Despite being illegal in the country, lotteries still thrive in rural and urban areas of Laos. In rural areas, a small group of people manages the operation by buying a large amount of lottery tickets in advance and then selling them individually to the general public. On good days, these individuals can make a substantial profit of up to 200 000 VN-Dong. In cities, lottery sales are much smaller. For example, Huong, a single mother from Saigon, makes about 110 000 VN-Dong per day on average by selling lottery tickets. On bad days, she sells only 180 tickets, which makes up about 10% of her daily profits. Nevertheless, she prefers this income to the socially detested act of begging. Huong has a partner named Manh who assists her during the 16-hour shift of lottery ticket selling every day. Together they earn enough to feed themselves and their infant daughter. In the future, they hope to expand their business by opening a cafe and selling other lottery-related products.
