Lottery officials in the communist nation of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the Southeast Asian country tell RFA’s Lao Service. Drawings in the national lottery, which take place three times each week, frequently show numbers that either disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, on Oct. 14 this year the winning number 509 appeared only as a five on many tickets sold throughout the day of the drawing.
In Canada, prior to 1967 buying a ticket on the Irish Sweepstakes was illegal. But that year the federal Liberal government introduced a special law called an Omnibus Bill, which was intended to bring up-to-date a variety of obsolete laws. The Omnibus Bill was sponsored by Montreal mayor Jean Drapeau. Drapeau was trying to recover some of the money he had spent on the World’s Fair and new subway systems. He announced a “voluntary tax” for which people would be eligible to participate in a monthly draw for silver bars and other prizes. The Minister of Justice argued that the “tax” contravened federal law, but Montreal’s mayor insisted that it did not. The resulting legal battle dragged on for several years.
