Despite their success, the lottery has been challenged in recent years by allegations of corruption and mismanagement. The most prominent case was the scandal involving the sale of lottery tickets to foreign military personnel in Iraq, which raised concerns about security. Other scandals include the use of illegally obtained information and the sale of lottery tickets to minors. In response, the Interprovincial Lottery Corporation established a new set of standards for the operation of the lottery. These guidelines were published in 2007. Nevertheless, the agency has not been able to stop the illegal activities of some lottery operators. This is an ongoing issue and has led to calls for a review of the operation of the lottery.
