In Laos, a national lottery is sold by the state-owned Lottery Enterprise. It offers a range of games including scratch cards. The lottery is popular with many people and is the country’s primary source of income. Officials have expressed concerns that the sale of foreign lotteries, which are illegal in the country, has led to a decline in revenue.

Nevertheless, there are some who argue that state-owned lotteries are the best way to raise revenue for governments. Some believe that the government could be better at running a lottery than private businesses, which may not always be in the best interest of the general public. The government should be responsible for ensuring the fairness of lottery drawings, they say. Moreover, private business interests are not in the position to make sure that the winning numbers are legitimate.

There have been reports that lottery officials in Laos are rigging the system, manipulating the results of the national lotteries to avoid paying out large sums of money. Drawings often show numbers that are deemed unlucky or unlikely to be chosen, and sometimes even disappear from purchased tickets. In one case, a lottery drawing in October this year showed the number 509, which appeared only as five on tickets sold throughout the day of the draw.

Cheng Saephan, an immigrant from Laos who grew up in Portland, is now a billionaire after winning the Powerball jackpot. He said he plans to split the prize with his wife, Duanpen, and a friend who chipped in $100 to buy a batch of tickets with them, Laiza Chao. The couple will take a lump-sum payment of $422m after taxes. They have not disclosed their names because of Oregon law, which requires winners to publicly identify themselves.
