A Lao immigrant who won a $1.3 billion Powerball jackpot last month has announced plans to give half of the money away, citing his health and his wife’s financial struggles. Cheng Saephan of Portland, Oregon, said he and his wife, Duanpen, will split the prize evenly and take a lump-sum payment of $422 million after taxes. He also intends to give some of the money to a friend who chipped in $100 to buy the winning ticket with them, Laiza Chao of Milwaukie, Oregon.
