This manipulation was done because the business interests that run the lottery are linked to the ruling elite, a source in Vientiane told RFA.

While the number 509 never won a prize, the number did appear on two tickets purchased at the Plaid Pantry convenience store in the Portland suburb of Milwaukie, Oregon. Both ticketholders had the same last name and matched all five winning numbers. The winner has not come forward publicly, but was reportedly identified by the lottery company as a 55-year-old woman from Portland.

Currently, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life.
