Lottery officials in the communist country of Laos are rigging the system, manipulating results to avoid large pay-outs, sources in the capital Vientiane say. Often numbers on tickets that appear in the winning combinations in the country’s national lotteries suddenly disappear, or change to unpopular or unlikely options. In a drawing on Oct. 14, for example, the number 509 appeared only as a 5 on purchased tickets throughout the day of the drawing, a source told RFA’s Lao Service. The number is associated in Laos with the buffalo, a symbol of luck, and many buyers sought to purchase tickets with this number, the source added.

Some experts warn that the government is too slow to respond to complaints about illegal lotteries and that it must invest in a system to track those involved. In the meantime, lawmakers have asked Mr Bounchom to reduce the number of national lotteries to just two a week and end the scratch-card lottery. They argue that too many lotteries encourage people to gamble for addictive amounts of money.
