Laos Lottery Officials Rigging the System

Lottery officials in the communist nation of Laos are rigging the system to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings in the national lottery, which are held three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be picked. For example, the winning number 509 on Oct. 14 this year appeared only as a five on tickets sold throughout the day of the drawing, even though many buyers sought to buy tickets including that number. The winnings were worth nearly 20 billion kip (US$1.3 billion). The ministry official overseeing the lottery said the problem is difficult to tackle because illegal lotteries are conducted online and are hard to regulate.
